In my recent interview with Space And Time's Hildy Silverman (if you haven't read it, you can find it here), I asked why the magazine didn't publish flash fiction. 

Hildy told me to watch out for a readers' poll, asking if it was something they'd like to see included.  True to her word, the poll is now open.  If you'd like to see S&T open its submission gates to shorter works of horror, fantasy, science-fiction, or combinations thereof, please vote here.

Owning a magazine must be hard work, but on the other hand, I guess it's like novels, you have to promote it. I don't know if S&T will end up accepting flash fiction, but I applaud them for considering a change.
